The round table was held with the participation of Deputy head of the Federal Antimonopoly service of Russia Anatoly Golomolzin and Vice-President of the St. Petersburg international commodity exchange Anton Karpov.
"We are working on the methodology of formation of access to the markets of oil and oil products and pricing. The concern's specialists have already visited the St. Petersburg international commodity exchange, looked at how the auction is conducted, the price of oil is formed in the domestic market of Russia, and how access is provided for those who wish to purchase it. Other issues have been worked out, in the amount it will be embodied in the program of formation of common markets of oil and oil products of the EAEU," Igor Lyashenko said.
Anatoly Golomolzin added that during the event, issues related to the development of exchange trade were discussed. "This is a tool that allows you to flexibly balance the market situation. Exchange trading should be open, transparent, business and consumers should understand how prices are formed, how to manage risks, - he explained. - We take measures to establish fair competition at all stages: in oil production, oil refining, retail sales. This contributes, among other things, to reliable fuel supply."
Igor Lyashenko reminded that the draft decision of the Supreme Eurasian economic Council" on the formation of common markets for oil and oil products " provides for the approval of the relevant program and action plan. The first stage of the program provides until 2021 the creation of organizational and methodological basis for the formation of common markets of oil and petroleum products of the EAEU, harmonization of legislation of the member States. During the second stage (2021-2024), it is planned to prepare and coordinate the draft international Treaty on the formation of common markets for oil and oil products by the authorized bodies of the member States. The Treaty is expected to enter into force by 1 January 2025.
The government of Belarus has identified the concern "Belneftekhim" as the regulatory body for energy policy in terms of the formation of the common market of oil and oil products of the EAEU. The main tasks of their formation and functioning are non - discriminatory access of participants to the markets of all EAEU member States, creation of economic mechanisms for the effective operation of petrochemical industries, as well as favorable conditions for attracting investments in this sphere.
