DEPARTURE FROM BELARUS: WHAT YOU NEED TO DECLARE?

Problems can arise, for example, if you have a lot of the same type of product, which, moreover, is potentially difficult to use one. By the way, the rules of importation will soon also change, and not for the better for tourists: from 1 January 2019 will need to declare goods worth more than 1000 euros and / or weighing more than 50 kg, and from 1 January 2020-worth more than 750 euros and / or weighing more than 35 kg. but the hardest thing will have to shoppers after 1 January 2021: then you have to declare goods worth more than 500 euros and (or) weighing more than 25 kg.  

WHAT RULES APPLY TO THOSE WHO ARRIVE IN BELARUS BY AIRPLANE?

If you plan to bring expensive things, it is better to choose a plane. When moving by air without paying customs duties and taxes, goods are imported (except for ethyl alcohol, alcoholic beverages, beer, indivisible goods), the value of which does not exceed the amount equivalent to 10 000 euros. But the weight should still be no more than 50 kg (including tobacco and tobacco products). 

WHAT HAPPENS IF YOU IMPORT MORE?

You have to pay customs duties and taxes. The rate is 30% of the cost of things, but can not be less than 4 euros per 1 kg.Thank God, will have to pay only for the advantage (that is, the "balance", which did not fit into the required 50 or 20 kg depending on your frequency of crossing the border), or if your things in the amount are more than 1500 euros (or 10 000 euros when crossing the border by air transport). It turns out, to carry things over the limit — an expensive pleasure. For example, if you carry 60 kg of items, you will pay a minimum of 40 euros (4 euros per 1 kg over the 50 kg). And then if you are allowed to import 50 kg, not 20, and if you do not import expensive equipment, and, for example, clothes, toys and inexpensive dishes.

 HOW MANY CIGARETTES AND ALCOHOL CAN BE IMPORTED TO BELARUS?

The answer is simple: 3 liters per person over 18 years. In these 3 liters includes beer, despite the fact that it can be a little stronger than yogurt. If the rate is exceeded, you will have to pay 10 euros for each liter in excess of the limit plus a fee for customs operations — 10 rubles. Yes, and all in Belarus can bring no more than 5 liters of alcohol (even if you are willing to pay for 10 or 20). The norms with the import of tobacco are the same as with the export: 200 cigarettes, or 50 cigars (cigarillos), or 250 g of tobacco, or these products in the range with a total weight of not more than 250 g. And, of course, they only work for adults: to give a block of cigarettes to a small child, so that he takes them across the border, it is impossible.

HOW TO IMPORT AND EXPORT DRUGS?

If for medical reasons you need to take drugs containing narcotic drugs or psychotropic substances, they should be declared. It is also necessary to specify in the Declaration and present to customs officers the document confirming validity of use of medicine for the medical purposes. It can be an extract from medical records or a doctor's prescription (certified by the signature and seal of the doctor). The documents must be specified daily requirement and dosage of the drug. If medical documents are made in a foreign language, they must be accompanied by a notarized translation into Russian or Belarusian. Such drugs are subject to customs Declaration. It is allowed to import into Belarus and export from the country narcotic drugs in the quantity which is not exceeding three-day need, psychotropic substances-in quantity no more than 90 single doses. Medicines sold in other countries without a prescription may contain substances restricted for import into the EAEU (for example, codeine, pseudoephedrine). To find out if the drug is subject to prohibitions and restrictions when crossing the border, examine its composition, checking the content of drugs and psychotropic substances listed in section 2.12. "Narcotic drugs, psychotropic substances and their precursors" of the list of goods allowed for import into the customs territory of the EAEU and (or) export from this territory. 

WHY TO DECLARE A TECHNIQUE (AND HOW TO DO IT)?

Customs recommends that when exporting expensive goods (for example, a camera with related equipment, a laptop, expensive jewelry, etc.) declare them, as explained, "in order to avoid unplanned expenses." This can not be done if you take the relevant documents (product passport, warranty card, sales contract check, specification, invoice (invoice) to the contract, proforma invoice to the contract, invoice). Thus, you will show that the goods were purchased on the territory of the Eurasian economic Union. Why all this is necessary? Then, when you return to Belarus, the weight and / or cost of such goods will not be included in the total weight and cost of the transported things – that is, you can bring them duty-free. To do this, when returning to Belarus, it is enough to submit a Declaration that you filled out when exporting. When declaring expensive goods, you need to fill in the Declaration in two copies. In the Declaration it is necessary to specify the serial number of equipment-phone, laptop, camera, lens. Take one copy of the Declaration with customs stamps with you-you will show it, returning to Belarus.

IS IT POSSIBLE TO IMPORT INTO BELARUS OF FLOWERS AND PLANTS?

Plants are subject to phytosanitary control during import, and special phytosanitary certificates are required for the import of seeds and flowers in pots. Without a phytosanitary certificate, it is allowed to import vegetables, fruits, berries, nuts and other vegetable products with a total weight of not more than 5 kilograms. You can also import no more than 3 bouquets of flowers (no more than 15 flowers in a bouquet). Also remember that the country of entry may also have its own rules regarding the import of vegetables, fruits and plants. For example, recently the story of an American woman who paid a fine of 500 euros for the transportation of one Apple across the border, which was in her purse. All aggravated by the fact that the fruit girl was given on Board the aircraft – it was part of the on-Board power, which, it turns out, at the entrance to the United States had to declare.

IS IT POSSIBLE TO IMPORT INTO BELARUS OF MEAT, FISH AND SIMILAR PRODUCTS?

Yes, but in a small amount: one person can bring up to 5 kilograms of finished animal products, if it is in the original packaging and provided, as indicated by customs, "well-being in epizootic respect of the country of origin and country of export." Those who, on the contrary, export such products from Belarus should take into account that the country of entry may have its own rules, which are better studied in advance. Exceptions can usually be made for baby food and medical conserv.

IS IT POSSIBLE TO EXPORT FROM BELARUS THE CANISTER WITH FUEL?

In addition to the fuel in the tank of the vehicle for personal use, no more than 10 liters of fuel can be taken out of Belarus in a separate container for personal use.

IS IT POSSIBLE TO IMPORT/EXPORT AWARDS, CUPS, AWARDS?

Problems can arise when transporting orders, cups and other awards, so it is better to go to the "red corridor". Especially carefully will check the awards, which are 50 years or more, because in this case they will relate to cultural values, which are declared mandatory. For the export of cultural property (they will also include the original archival documents), you must obtain permission from the Ministry of culture. Exception-personal awards, the right to wear which have order books or award certificates, exported by the awarded. If possible, you must bring documents confirming the receipt of awards.  But there is good news: when importing cultural values to Belarus, the provision of documents is not required. But the customs Declaration is better to fill in: it will greatly simplify the subsequent export of values, if the import was temporary.

WHAT IF THINGS WERE MORE THE NORM?

In this case, you need to go to the "red corridor". If you doubt the correctness of the choice of the corridor, the customs still advise to go to the "red". If you do not need to declare anything mandatory (and you are not going to declare something "for yourself", as in the case of equipment)-feel free to choose the "green" corridor. But remember that customs officers have the right to carry out customs control in the "green" corridor, and after leaving it. If you travel with animals, carry samples of tests or remains in any form (including urns with ashes), as well as carry such vehicles as motorcycles, all-terrain vehicles, mopeds and snowmobiles, you also need to choose the "red corridor". When traveling with animals should also further study the rules of air, car or railway company, the services of which you plan to use.
