“Within the framework of the Union State, we strive to create an effective ecosystem in which all participants could improve their qualifications, conduct joint research, win grants and exchange ideas. However, we need to make every effort to help young researchers clearly see the trajectory of development and offer the best conditions for the full realization of the creative, scientific, human and innovative potential of young people. Because the effective implementation of the scientific and innovative potential of young scientists is one of the criteria for the successful national development of our states, ”said Alexander Shumilin. He also said that at present the State Committee for Science and Technology of the Republic of Belarus and the Ministry of Science and Higher Education of the Russian Federation are discussing the prospects for providing grants to young scientists for internships in the most prestigious universities and academic research institutes in Russia and Belarus.
Belarus and Russia annually hold dozens of events in various areas of cooperation, including in the field of scientific and technical cooperation, which is one of the key in the union integration. By the way, over the years of construction of the Union State, dozens of joint scientific and technical programs have been implemented and continue to be implemented. Many developments have already gained international recognition.
In 2020, seven scientific and technical programs of the Union State were carried out. Among them is "Technology-SG", which allows to reduce the size and energy consumption of elements of rocket and space technology, increase the energy intensity of batteries and increase the active life of space vehicles. The implementation of the results of the program will make it possible to reduce the mass of spacecraft by 5-15% per year and thus to save the costs of launching the payload of the order of tens of millions of rubles per year. One of the main achievements of the Spinal Systems program was the early detection, practically in the first year of life, of patients with a progressive variant of the development of congenital spinal deformities. That is, on the basis of the clinical picture of the disease and molecular genetic research methods, it is possible with a reliability of more than 75% to assume a variant of the development of congenital spinal deformity during the child's growth. To a greater extent, the emphasis of the program is made on carrying out one single operation. This distinguishes it from Western technology, which is aimed at staged surgical interventions. In the course of the implementation of the Union State program, a unified system of care for pediatric patients with such pathologies has been formed.
In 2021, the implementation of the programs "Development of the system of hydrometeorological security of the Union State", "DNA identification", "Compound feed-SG", "Integration-SG" will continue.
Currently, a number of new projects of program concepts are in development, 6 of which are in a high degree of readiness. The main goal of the Geological Exploration and Natural Resource Management scientific and technical program is to create cost-effective innovative technologies and technical means to improve the efficiency and environmental safety of geological exploration, production, processing and use of minerals and man-made raw materials in investment-attractive regions of Russia and Belarus.
The goal of the Union program "Overcoming" is to develop unified scientifically grounded interstate approaches to develop technologies for detecting and overcoming the resistance of microorganisms to drugs in order to increase the efficiency of providing personalized medical care to reduce the incidence and mortality of the population of the Russian Federation and the Republic of Belarus from infectious and inflammatory diseases.
The main results of the "Accelerator-SPR" program should be the creation of a technology for the production of modern superconducting accelerating resonators and their power supply systems, necessary for the design and construction of radiation sources for technological and research purposes, as well as the development of a concept for the creation of the first multifunctional scientific, educational and industrial accelerator complex at the territory of the Union State.
The scientific and technical program "Safety-SG" is a set of measures for the development of technical means for preventing natural and man-made disasters, ensuring environmental and other types of safety on the basis of innovative technologies of radio electronics and microsystems of dual use. The program implies the creation of the entire chain, from equipment for the production of individual key elements of microelectronics to the creation of a concept and construction of algorithms for the functioning of various conglomerates.
“I have no doubt that further cooperation in the field of science and technology will contribute to the sustainable development of the innovation sphere throughout the entire space of the Union State,” stressed Alexander Shumilin.
